Chief Executive Officer

Introduction
To exercise overall responsibility for the leadership, strategic, portfolio management direction and operational results of the ECRDA, work closely with the Board and the management team, ensure that the ECRDA establish appropriate goals, and manage its resources to meet these goals.
Minimum requirements:
Educational
A Master Degree (NQF Level 9) in either Public Administration, Business Management, Development Finance. A Master of Business Administration (MBA) will serve as a strong recommendation.

Experience
• Extensive management experience of no less that ten years, five of which should be at executive management level.
• Experience in any or all the mandate areas of the ECRDA.
• Experience in the areas of development finance, rural development especially rural economies or spaces.
• Proven successful institutional transformation within public or private sector .
• Extensive knowledge of the Treasury Regulations, Practice Notes and Instruction Notes.
• Broad experience in stakeholder engagement and management.
• Experience in interacting at a high-level including accounting authorities, executive authorities and oversight structures.

    A CALL FOR BUSINESS PLANS FROM DISTRESSED NEW AND EXISTING AGRIBUSINESS ENTERPRISES, FOR PACKAGING TO ACCESS FUNDING FROM POTENTIAL FINANCIERS

    Introduction
    The Department of Rural Development and Agrarian Reform (DRDAR) and Eastern Cape Provincial Leadership have observed that there are predominantly black-owned agri-business and other rural enterprises which are perpetually seeking grant funding from the government every year with no signs of growth in their business operations. It is therefore assumed that the poor business growth emanates from several related capability weaknesses – weak project design, weak business strategy, weak financial management, and lack of agricultural expertise amongst the business owners. Coupled with these internal weaknesses, however, may be structural challenges associated with accessing sector networks and institutional support that may mainly be more readily available to established and systemically embedded commercial enterprises, which then implies a need for support to strategically connect emerging enterprises to such networks.

    INTERIM CANNABIS TASK TEAM COORDINATOR : Reference 4-2021/21

    Main purpose of the Position:
    To drive the development of a cannabis strategy for the Eastern Cape through a process of consolidating the existing cannabis committees into a single Cannabis Development Task Team. The Task Team will be responsible for the Provincial Cannabis Strategy, which should inform the respective cannabis industry business plans to unlock the value chain with a strong focus on participatory economies and economic justice.
    Minimum requirements

    • Bachelor’s degree in related field and a minimum 10 years project management experience or equivalent combination of education and experience.
    • Experienced in managing complex environments and multiple stakeholders
    • Experience in strategy development for multiple value chains with a focus on rural development
    • Comprehensive knowledge of the cannabis value chain from seed to sale, ecological agriculture, national and provincial government strategies.

    Introduction

    The ECRDA is a schedule 3C Provincial Public entity mandated to drive rural development in the Eastern Cape. Its formation followed a decision by the Eastern Cape Provincial Government to consolidate and integrate the overlapping mandate of provincial entities on service delivery implementation in the Rural Development and Agrarian reform space. The ECRDA, in partnership with the Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR), is convening a Rural Development Conference and Investment Indaba on the 6 th – 7 th November. This gathering is intended to provide a platform for stakeholders to engage on a range of topics and issues that will illuminate and promote shared understandings in the rural development sector. The conference and investment indaba seeks to promote knowledge exchange, learning and the promotion of innovation and best practice in rural development, this to embrace all levels and spheres of social and economic action, ranging from local development action to the global. It is also intended to draw learning from practice across as broad a number of sectors as are relevant to drive an integrated and sustainable rural development. Related to this, as a second key objective, the ECRDA seeks to showcase and promote opportunities for investment in the rural economy of the Eastern Cape. Against the foregoing therefore, the ECRDA is calling for submissions of papers, presentations and proposals on exhibitions to be mounted at the Rural Development Conference and Investment Indaba.
